I vote for Windows Movie Maker (not Windows Live Movie Maker) as it produces semi professional looking videos if you know what you are doing, and is quite easy to use. Windows Movie Maker 6 has tons of transitions and effects to download and I suggest you play around with them to see which ones you might like to use to make the videos stand out more. Live Movie Maker does not have much for transitions and effects, but does well at editing.

Once comfortable with Movie Maker, you can try some of the better video editors with a larger learning curve, though you don't have to go with Movie Maker at all if you don't wish to, just a suggestion.
